In the mean time I would call the Indio emergency vet and ask them if there is anything you can do tonight until you can get him in tomorrow. They may offer several suggestions.

I would take him to the vet if it's that bad, you could also call the emergency vet in Indio and ask their advice.

I know it wasn't any deep emotional reasons as to why he gave up his rights. He signed over his rights for the tune of $7K in back owed child support, he didn't want the responsibility any more.
